The subject of stiffening up the mini mill column has come up many times, here and on the web.  Hoss machine has a lot of links to similar mods.  The number of variations are as impressive as the effort that went into them.  Most that have gone to the trouble have claimed good results so it's pretty much up to you how far you want to take it.

For a minimal approach, scraping the surfaces of all the items that connect the column to the base has been reported to be an improvement.  Replacing the stock washer with a big steel plate also is a relatively minor thing to do.  A lot less effort than the exostructure you're proposing.  It might get you where you want to be with less outlay.
