Ball screws are not at all compatible with manual operation because they won't "hold" due to their low friction-- not to mention the screw pitch is a lot coarser than the feed screw the mill comes with.  If you do the conversion to ball screws you likely will find it immediately necessary to go the full CNC route.  Ball screws are a large part of the budget for CNC conversion so your incremental cost probably won't be all that much more.
