Maybe I missed something, but didn't the OP say that there was a breaker in the shop (on the circuit the mill is on) and then a second breaker in the kitchen that is tripping?
If so, that means quite obviously that it is one circuit, or the kitchen circuit is acting as a sub-feed to the shop.
I didn't see a reply to my original question, but what amp is the shop breaker that isn't tripping and what amp is the kitchen one that is tripping?
I've see similar situations where the down line breaker (shop) is rated for a higher current than the sub-feed. Totally wrong setup but it happens.
The kitchen would most likely be a GFI as others have pointed out and that could be an issue as well.
We need some basic answers before figuring this one out.
