This would be a job for your home built sinker EDM.

A copper tube would "drill" the hole, then switch to a brass rod to burn a counterbore if desired.

Trying to "Drill" this with conventional tooling and methods would cost you more than the vise did. Keep in mind that the break thru on the bottom side on most vises will be an interupted cut that might shatter many common solid carbide drills.
